The law, SB25‑085, applies to any facility doing health-related research. Surviving dogs and cats must first be offered to shelters or rescues. Facilities can also try internal adoption programs.

Annual reports will show how many animals were used, transferred, or adopted. Facilities acting in good faith are protected from legal liability.
